I don't see why that would be suspension worthy. Most would agree.

You don't. You start off with a certain amount of wild cards for every rarity and you use those to get whatever cards you want. Then you get more wild cards by opening packs which you get 3 free every week and enough gold from completing daily quests to open 1 a day. Takes a few weeks to get a competitive deck built but after that you're set. Plus you can play jank decks with the random cards you get from packs.

/E also there's the ranked ladder which you get packs from no matter how poorly you do (or even if you don't play). Depending on how long ago you uninstalled you could have a pretty decent amount of packs to open already on your account
