It has nothing to do with the last couple years and everything to do with 6 new coaches in place and a very new roster of players that haven't even really had an offseason to gel thanks to injuries.
The rest of your post is anecdotal at best. "Can't get worse so it's gotta be better" isn't really a goal on most teams checklists for the off-season. I'm excited for football but it's literally a coin toss with the all the new elements. At the very least, we'll have a less predictable offense and that in itself is worth being excited for.
I mean the defensive backs were barely old enough to drink last year. As far as I know players' primes aren't at age 21-22, so they should improve. Plus they kept the Pettine which I feel is beneficial.
New coaches should be an advantage with a new playbook. I don't think million dollar athletes should have any trouble learning a new program.
Anecdotal? Yes, but everything is anecdotal with predicting football seasons.
