I will never disagree that Harbs is a good motivator. He's certainly a great coach in that regard: he genuinely cares about his players, and he gets them fired-up to play, as evidenced last season when guys were playing hard during meaningless games because they actually wanted to win.
However, Harbaugh is not an X's and O's kind of guy. He is not a designer of offensive or defensive schemes; his background is special teams. Because of this, it puts great onus on the HC/GM to hire great offensive and defensive coordinators--coordinators who are good, but not so good that they'll leave in a year (which is why we didn't look at Adam Gase or hire Kyle Shanahan in recent years). Because Harbaugh doesn't design either the offense or the defense, there isn't any consistency on either side of the ball. Like, if we had a HC with an offensive background like Mike McCarthy, Jason Garrett, or Gary Kubiak, then the offense would have some consistency as OCs come and go, but we don't have that. Instead, we've had 6 OCs in 6 years, and our offense has been wildly inconsistent during that span. Or, if we had a defensive-minded HC like Pete Carroll, then we would have consistency on defense despite losing DCs every other season. Instead, we have Pees, who coaches an OK defense, but nothing special, which is partially why he's a DC and not a HC.
So by having a HC with no background designing offenses or defenses, we'll never be truly excellent on one side of the ball unless we happen to hire a good OC or DC for a season, in which case they'll just leave in a year or two after being successful, the HC/GM will have to fine a new OC/DC to hire, they'll implement a new system, and they'll continue the inconsistency.
The Trestman hire looms large imo. That was a Harbaugh hire--that was who he wanted. If his next hire at OC fails, then I have to believe Steve and Ozzie are going to be looking to move on from Harbaugh. Ultimately, Harbaugh's inability to find a good OC falls on him.
