It's still football... watch the play again, he didnt deliberately use his body weight to intentionally inflict extra punishment on the quarterback. He did another text book tackle in the only physically possible way he could have, he didnt launch he didnt drive him into the ground he simply tackled him.

AFTER the quarterback has released the ball...that hit was a sack, smith still had the football. Should be no different than tackling a running back at that point, with the bit of extra helmet protection because hes a QB...but thats it.
