Those cap numbers aren't set in stone. This is a relatively complex deal, as opposed to some of the ones I've broken down before. The reason for the disparity between the $28 million and the $17.4 million that the NFLPA recognizes right now is due to all of the incentives in there. They're relatively easy for Thomas to earn - if healthy - which is why he's looking at the bigger numbers here.
Those incentives not currently counted by the union in the base value of the deal are $3.25 million in roster bonuses plus $7 million in those playing-time and interception incentives.
So where does the true value of the deal lie? Well, that all depends on how his knee responds and what he's able to earn over the next four years. It could be as low as $1 million or it could get over $20 million easily.
One thing that still stands up after all of the back and forth today: it's a very good deal for both sides.
