I think people typically get there around 8 or so. Personally I dont tailgate I just go to sliders or pickles (nearby bars) when they open. You may find that to be just as fun and a lot easier.

I think the problem is people who live in a given area never look at it from the perspective of a tourist. Like a local person wouldn't look for housing or transportation because they already have those things.

Now food, drinks, and entertainment are a different story.

Basically. Or if it's a female, they probably don't want to go bar hopping and then get Jimmy John's at 3am. Luckily, Milwaukee is a big enough city to accommodate most people and their interests.
