He has considerably more upside, and he's also significantly faster (Torrey ran a 4.4 IIRC and Perriman ran multiple mid 4.2's).
I usually hate H/W/S receivers with cement hands, but it looks like most of the stuff Perriman struggles with can be fixed with good coaching, and I've heard good things about his play on third down and in the redzone.
I'm not upset with the pick at all, and I think Maxx Williams might be the steal of the draft. I am worried about what we're gonna' do at CB though...
Ozzie has proved me wrong before, so hopefully Perriman fixes his hands, learns to run routes, and turns into a true #1. At worst, he is a 1-dimensional deep threat.
Yeah, you have to be worried about how thin we are at CB: Jimmy, Webb, Asa Jackson, Rashaan Melvin, Anthony Levine. It could get really ugly really fast if we get an injury or two in the secondary.
I do like the Maxx Williams pick, esp. because Ozzie may have cock-blocked the Steelers for a Heath Miller replacement. I feel really comfortable at TE now. The white-ends, like American Express: they're there when you need 'em.
Also really like the Carl Davis pick. He's one of the best interior D-linemen in the draft, he just didn't play hard every down at Iowa because he didn't want to get injured (at least that's what he said). If he plays to his abilities, he could form a pretty sweet group with Jernigan and B.Williams.
I really want Stefon Diggs in round 4, and we need another WR anyway, so that's like the only thing left on my wish list.

In terms of our division rivals, I really think the Browns are having an excellent draft. A lot of people are bashing the Cameron Erving pick, but they're ignoring the fact that Mack will opt out of his contract the first chance he gets after this year (iirc). That trade with NE was mad overpay though.
Steelers are having an alright draft. They got a H/W/S specimen in Dupree, but they've failed to develop their defensive players in the past few years, so I'm not too worried (Ziggy Hood, Jarvis Jones is disappointing). They reached on a short nickle CB in Golson, though he is quick and has good ball skills. Coates is like a poor man's Perriman, only his drops might be from bad hands, whereas Perriman's were supposedly concentration drops.
As a division rival, I like what Cincinnati is doing. They're drafting players who don't help them now. Ogbuehi was a reach because he tore his ACL, and it's a gamble whether he can actually be a LT. Fisher is a RT, so they may have drafted the same position twice if Ogbuehi doesn't develop. TE Kroft sucks at blocking and is an average receiver. Paul Dawson was a good pick, assuming his poor work ethic doesn't ruin him.
