Too many of those guys are on the way out. We have the money to go after young talent, and we don't have a team ready to make a Superbowl run in the next 2-3 years, so why pay for these older guys?
Ideally, the first thing we would address is QB (so then we don't draft one this year). Picking up Matt Cassel or Mike Vick would be a great short term fix until we can draft someone we really think is a home run.
With a reasonable QB, the next move is to pick up one of these FA WRs. Maclin, Nicks, Tate. All young guys with good talent, which fits precisely what we want. By the time we hit our stride, they'll be 30-32. They'll have lost a step but gained a lot of playing experience and be solid still (hopefully). Boldin is well outside of that window.
If we resign Rashad Jennings we're set at the RB position. No need to go hunting there. Pick up some solid linemen and resign Veldheer, that sets our offense up looking really pretty.
On defense, we're bringing back Woodson and hopefully Lamarr Huston. Both of those guys played pretty well last season and I see no reason to change that. Porter and Jenkins, however, can go. We need new CBs. Our secondary was abysmal. D.J. Hayden was a rookie, so his lack of success is understandable. These guys are both vets, and with 70M to blow on FA, we can do better than this. DRC, Vontae Davis, and Talib are all good targets for us to go after. They'll be able to help Hayden along (as can Woodson) and hopefully he'll blossom into a solid CB.
IF we can accomplish those four things (QB, WR, CB, OL), we can start looking at luxury upgrades. Pass rush never hurts. I'd take an extra DE, even if he just comes in on 3rd downs. We're a lot closer than most teams give us credit for...the problem last season was we were missing the 4 most critical parts of a team in the modern NFL: passing offense (QB, OL, WR) and passing defense (CB). Shore those up and we're a competitive team that, going into the draft, can take the best player available, instead of having to fill a hole. Watkins looks a lot nicer if we pick up a vet QB and an OL or two, for example. Or if we get QB, OL, and a good WR, Barr and Clowney start to get appealing.
Realistically, we'll have to settle somewhere. With 32 teams, there's no way we'll pull in a stud WR AND a stud CB. I think if we lack a WR, we go for Watkins in the draft. If we're short a CB, the best move is to trade down a few picks for an extra 3rd/4th rounder and get the top CB, Dennard. Thankfully, this draft is deep for both CB and WR. And you NEVER go wrong taking more OL.
