Honestly, I really don't see the Browns as a likely #1 pick candidate. The Titans are in the best position for the #1 pick, since they have a lame-duck coaching staff, a new GM, major ownership problems, and very little talent on the field. The #1 overall pick is theirs to lose.
Id def put it between tenn, san diego, cleveland, and sf
But i agree cleveland has the most talented roster of those 4 if things go well, but things rarely go well for the browns.
