He's a top 16 QB

In the NFL that means you have value.

He lost Ekeler/Allen/Williams and the Chargers still made the playoffs.

Herbert is becoming the next Matthew Stafford. In the next 5 years he wont win with the Chargers but the first team he joins after will somehow win.
