That's your opinion. I consider bet accepted when he agreed to take 9ers and med was arranged. As once that was done I was no longer able to make bet with other users which would have been option.

Even if no bet it bm on his part and It deserves to be known not to bet with him.

Read the rules.
Both parties must confirm the bet, if he had sent to a med that is as good as a confirmation but if he didn't there is no CD/confirmation of the bet.
