if players don't count as a staff of NHL or their respective teams, they shouldn't be afraid to talk in a way that "implies" anything to get in trouble for imo, and rather just say whatever the hell they want.
Also defeats the whole purpose of no poaching til FA day rule, any GM's can just tell their players to poach player x for him long before FA and call shotty.
