Well they don't really support D2 much other than keeping the servers up and resetting ladder once a year (pushing the big red button). That game obviously has been able to keep people interested without Blizzard having to touch it.
D3 on the other hand, can't hold most players for more than a couple months and the forums are just full of constant rage. They keep trying to change and add things but nothing has worked. I assume they pay a team to work on it daily along with the forum mods.
They probably wonder if it's worth risking the time/money/effort in trying to fix a game that may never work. There's a chance they figure it out, people come back for good and they sell a lot of expansions... but there's also a good chance they can't fix it and it turns out they just wasted tons of resources over many years.
