If the active who is hosting isn't online due to life or any other reason, what happens then? is person A fucked?
Also, considering whoever runs the game can decide who they let in, they may just not let people in who would rather have a med.

I'd say, if they are hosting the event, they should be required to be online in the moments before the event would officially start
And if the host rejects someone who wants to use a med, this would be a red flag towards a possible welch. This likely wont happen though, as I've noticed the integrity of a hockey active is particularly high.
I think this would be a good idea to help actives make a name for themselves. And, if someone likes the idea of the particular event being hosted, but doesnt trust the active with their fg, just propose a mediator.
The active, if truly trustworthy, would have no problems with using a mediator. I think it's a no-lose situation, as you either simply use a mediator, or let people make a name for themselves.
The basis of the decision to implement this rule is honestly on the grounds of how serious the active tag is taken. I feel like it does mean quite a bit in the hockey subforum. So I think they should be given the opportunity to prove themselves once they achieve the status. And, as mentioned, its up to those participating to deem the active user worthy of holding the fg. If not deemed worthy, a med is used, and all is well.
