The sun isn’t as bright, but two things are different. First, if you decide to look at the eclipse without protection, you really want to see the eclipse. You’re going to override that protective reflex. You won’t close your eyes. In this case, it being less bright makes it more dangerous. You can make yourself look at it longer, long enough to cause damage, and that damage won’t instantly hurt, like arc flash. Second, you want a darker shade: all you’re looking at is the sun. The sky is featureless. You WANT to look at the details of the bright spot, not see what’s around it. You aren’t guiding the bright spot, you’re just getting a good look at it. This would be equivalent to me welding and not having to care where the weld went. I could get right down in there, shade 14, just play with the weld puddle, get a good look at it.
