Ghosts doesn't. I dislike the game but I greatly enjoy the fact they picked a rather unique enemy (South American superstate) instead of going back to the usual 'Russian', 'Chinese' or "tourerists".

They've never said anything but "Federation" so far in the campaign so I just assumed it was back to Russia, lol.

Nah it's not Russian. It's a Federation of Venezuela, Brazil and Chile, whom invaded and conquered all the other Latin American countries. They might have accidently had some soldiers speaking Russian instead of Spanish or Portuguese though. Wouldn't surprise me if they used old assets and didn't realize it.
