OK so I have 60% done and can play but its not finished, can I put in my RoS or should I wait for 100% completion?

You cant install RoS until that one is 100% done. You should have entered your CD key into battlenet and digitally downloaded the game, would have save you alot of time and it would have only been one install for D3 and RoS

This, it wasn't technically a pre order, they extended the deadline to the wings so if you installed the game before today or tomorrow(not sure what the deadline is) then you go to the mail icon in lower left hand corner and click redeem wings.
