It's almost 1:30 in the morning and it's as bright outside as it would be on a cloudy day at 8 or 9 AM. Definitely brighter then it was at 9:30 when I was out. I've always wondered why in winter at night its so bright.
Is there snow?
Generally if there's snow, fog, cloudy, the street lights etc will light up the sky making it seem brighter. Doesn't happen very often in the summer cuz sky is mostly clear. Nothing for the light to reflect off of.
