Tampa tried to circumvent the "can't buy him out then re-sign" rule by trading Lecav with an asset to another team for practically nothing (toronto I think?), having that team use a compliance buyout on him (no cap hit penalty but the team had money to burn) then re-signing him immediately. If they wait a year they can do it, so Semin can go to Washington. It's not a lifetime ban from that team.
