For the amount of time it will take you to sort through everything as well, including transferring pokemon for the extra candy, I say use up a lucky egg now. It would be worth it. To make the most of it, do it at a lured stop. Hell, if you can find three lured stops close together even better. Don't forget to evolve other things too (caterpies, spearows, eevees, zubats, etc.)

Once you hit 20 you should be able to start spending dust. Figure out what you want your endgame team to look like, use the IV calculator to find a lower evolution with good stats, then level that fucker up before evolving him.

I thought you were supposed to evolve first to check the moves?

I want to but i am still finding pokemone that are better than what i had before so im not even sure if i want to use it yet

With eevee you should evolve first, yeah. With others they keep their moves through their evolution - if your pidgey knows twister, so will your pidgeotto and pidgeot.
