Cuz the owner doesn't want to spend money. Having a player on the cap that he doesn't need to pay is ideal.

I get Thomas. Free dead cap space to make moves. Great. Why would they want more dead cap space.... Especially when it's not free?

Can't imagine this is the end of the story. Maybe there's another move in play? Or maybe they're banking on him getting claimed so they don't have to waste a buyout.

Not sure they reach the cap even if he's unclaimed. Not sure though haven't looked.
