he made 4.3 the year before. The 4.5 represents a qualifying offer required to keep him an RFA I assume. Basicly if leafs where not willing to pay him the minimum raise he would have become a UFA. Not 100% sure but this is the only reason I can think of.

They could have not qualified ceci and let him walk away as a UFA and then proceed to spend 2.5 mil of his 4.5 mil on an equally capable replacement and have an extra 2 mil in cap space.
