Cuz 46% is based on a poll and there's response bias. The people who really hate him respond, and the people who really like him respond, so the people who don't care one way or another are lost because they can't be bothered to answer.

46% ends up being closer to 30% for, 30% against, 40% don't care (as an example). Vote fails because a lot of that 40% is fine with status quo.

Primary vs established politician. They're each promising things that there's no way in hell they'll deliver on in 8 years, if they make it to 8 years. Almost every US president in the modern age has their approval rating trickle below 50% (sometimes far below) because they say things like "yeah I'll just close guantanamo, can't be that hard right?" and then they realize it's pretty fucking hard.

People are stupid and think that just because they want that to happen, which I do believe they really want free public college education and what not, that it'll happen. It ain't gonna happen in 8 years. That's why they win polls.
