Yes, that is how the system works with the opposition. And typically the leader of the opposition is the PM in waiting actually. He had to do a hell of a job to stand up to Harper and his majority government, one without the popular vote. Everyone else cowered, including Trudeau and the Liberals. Bill c-51 for example.

Tldr: Mulcair did all of the heavy lifting, Trudeau reaped the benefits.
