I'm perfectly fine not letting the lowest bidding contractor fuck around trying to upgrade the systems that control our nukes when floppies work just fine.

Some agencies are super antiquated though. VA has obscenely large applications for benefits that aren't intuitive at all and you have to fill it out with pencil and paper. Not exactly a good outlook for the veteran who's applying for disability due to head trauma.

my company stopped doing fed goverment RFQ's because they just want cheap and theres no profit for any legit company.

you get outbid by companies that over promise under deliver everytime.

Yeah, we're required by law to pick the lowest bid unless we go through a big process to "justify other than full and open competition."

The majority of the contracts I've been part of have been with a small business, usually owned by a veteran, woman, or minority (because we're required to give them priority even if they're only barely qualified) and then they subcontract out to a place like Grant Thornton or Booz Allen.

The books get fudged all the time just so that the small business technically handles 50% or more of the work, usually acting as project manager while the big company does the real work. Because entering dates in Microsoft Project is totally just as much work as coding a complex algorithm to test data quality.
