Even before the fire the city was in a crisis because of the oil price, I'm not sure how much money will be pumped into the city now. Oil isn't going away, but the jobs are still disappearing up there (and in Calgary). This past year (pre-fire) housing in fort mac dropped an average of 20%, or $100,000 off the average house. The city will be hurting for a while yet I think.

The insurance money will be paid out based on how much it takes to rebuild your property on the land the house burnt down on.

So if you don't rebuild your house you don't get much.

Well the price of housing in Fort Mac was out of control anyway. No land available to build new housing, and cost of living was already so expensive. The oil industry is hurting but oil hasn't collapsed as much as they thought it would. It'll recover in a few years and the oil sands are still very profitable. No the city won't continue to grow like it has but it still has to be rebuilt and billions will be invested into the construction industry.
