From what I understand the infratructure has been protected well, and the structures that were destroyed were suburbs and a trailer park, so they're not exactly rebuilding the town on a blank slate. Besides, with the way the o&g industry is changing, I know I would take the insurance money and run if I lost my house.
The insurance money will be paid out based on how much it takes to rebuild your property on the land the house burnt down on.
So if you don't rebuild your house you don't get much.
