I was under the impression that the bottom 14 teams shared a % of a chance to get 1st overall.
Obviously the worse your team is, the better chance you get.

I mean top 3, as in bottom 14 teams can be in the top 3. So last place team can get worst case of 4th OV. 3 Lottery winners
