Didn't really lose, no such thing as tanking. I think top 3 pick is combined 50% and 4th is 50% or something like that for worst team in league.

18.5+16.5+14.4 = 49.4%
4th = 50.6%

either way, they "won" by getting the higher probability in 4th pick

I could be wrong but has any team lost like this?
