It's not a 'conservative' thing, it's a right wing, protectionist, populist wave of voters saying 'fuck everyone else let's look out for number 1' right now, with a variety of motivations. I just want to be clear here, the dismantling of the USSR was not a [major] shift in balance of power? Not an argument, but I want to understand what you're saying here. Because it's rather clever.

Ya, the end of the Cold War was obviously massive, but from my understanding (not an expert), although tensions were high at its height, for a lot of that time the west had the upper hand anyway. Especially towards the last years when the USSR was on a serious decline.

For all of his isolationist rhetoric, Trump wants to build more nukes for some reason, and increase military spending. I don't know if anyone really knows how the next few years are going to play out, but we knew that Clinton would have continued with more of the same from the last 30 years of team America world police. Trump, meanwhile, seems totally cool with Russia invading and annexing land from its neighbors.
