It's the stupid appeal process. Every player has a chance to appeal, goes to Bettman first which typically takes 2-3 weeks and he [pretty much always] upholds it, then it goes to an independent arbitrator who takes the same 2-3 weeks to rule on it. It's a terrible process and likely is changed in the next CBA.
