i found the diagrams in white orchard and used the smith at the nilfgard fortress he was surprisingly able to o.O
novigrad has a smith as seen in tihs pic but i couldnt figure out a way to get in all the doors were locked he wasnt outside idk wtf
maybe it unlocks later in the story? i know igot a quest to help some dude sellin food that used to be a smith maybe thats how u unlock him or something
