It pretty much is. Many factors go into it but that's a pretty good average.

Best deals are older cars, 5-10+ years old in really good condition and not driven much.

Sellers to look for: old people who don't know value Or rich people looking to quickly clear some space in their driveway.

If it's a joe shmuck car sure but in 2012 I looked at 2005 infiniti g35's and they were still 27k...not 54k new. Depends on brand/quality etc.
