From what I understand Harper was trying to block his release from prison for political reasons as Khadr (allegedly) killed an American.

Yes but not as a favour to Barry. He's doing it because that's his position and it appeals or is irrelevant to his base.

They have more in common politically than they don't, and from what I've read they get along too well, with Canada getting the short end of the stick. Why do you think they don't?

They have lots in common politically but that doesn't mean they get along. Also I don't know where you've read they do, I've literally never read that. Everything says the opposite. Obama and Harper are frosty at best and passive aggressive at worst. Barry doesn't interact with Harper very much.
