I heard it's also 'cause some players sign like minutes after free-agency opens... as if they ironed out an entire contract in a mere moments.

The NHL knows there's tampering but can't prove it unless they tap phone lines. This just makes it look less retarded.

Yeah Toronto got caught doing it a few years back and paid a 2nd rounder i think

Toronto wasn't caught doing that. It was the comment of "if anaheim doesn't want Bobby Ryan, we'll take him." Comments like that can affect how willing the player is to re-sign before hitting FA so it's tampering.
