Depends on the aspect of it. Halo 2 multiplayer was probably the best in the series. As far as single player goes, the Halo 2 campaign was the worst one, mainly because they cut a lot out due to deadlines.

Halo 4 is a real unknown. It's the first one Bungie has no involvement in, but if Microsoft wants to keep the series making ridiculous money, they'll have the right people on it and make sure it's done right. It'll probably be worth buying.
