Those aren't mutually exclusive, and probably the answer is right down the middle. Cops should, and do, play it by ear. If they're breaking up a fight they're not going to be your best friend. If they're needing your help or just having a conversation, they should not be bullies. We've all dealt with asshole cops who think they run the world. They're horrible, and sometimes dangerous. The uniform, and gun, already lets you know they're the authority. Acting like a grade school bully makes for a shitty cop.
It was hyperbole to make a point, and I was really trying to bait you into saying that lol. It has to be a balance but there does have to be that level of authority instilled, and by nature people are at least a little afraid and anxious around cops and authority figures.
