What character development? We know nothing new about his character. All that happened was that before he didn't really trust the new people, now he kind of does. I don't see that as very substantial.
And we already knew Sasha was having issues coping with the death of her brother.
Daryl hasn't ever belonged except when he was with Merle or he was out in the wilderness. He was clearly uncomfortable with Alexandria, as he didn't think he was good enough for it. Daryl has always ran away from who he is, but Aaron showed him (with help from Buttons the Horse) that he can't keep running from who he is. He needs to be comfortable with who he is, know his strengths, and take his place in the world. That's a huge development for Daryl.
The episode fleshes out Sasha's mental instability in losing the two men closest to her. She can't go back to her old life anymore. That's gone, it's all about survival and this place makes her uncomfortable. Fairly important development.
We saw a further defining of Carol's personality as well. She's cold now, very Machiavellian. She knows what needs to be done, and will do anything to achieve it. However she knows how she needs to be perceived and works to maintain that image.
