If lots of the warn was acquired because someone was needlessly flaming, harassing, or just in general being a jerk then yes. I have had 10% warn before for posting a topic in the wrong thread, and bumping my threads early. Stuff like that is much less of a big deal imo.

30 percent is a lot different than just your one off 10 percent though. It takes a lot to get that

ive gotten up to 20 for the same post before guy reported it to diff mods n i got 10% + susp twice for it

I'd say 30% warn would bring up a vote for removal, or put that user up for discussion
