They got caught overextending, got exposed and want to change the rules to protect themselves.
Investing used to be a really closed environment. I don't think the old guard likes the fact that so many average joes can enter into the fray and band together.
That was never a possibility before.
If anything increasing access is good for institutions - retail investors are exponentially less liquid and are almost always the ones losing money to panic, fads and fees (as will most of those flooding into GME right now). But it's unusual for retail investors to coordinate and score a "win" at all which is why the investors who lost in the short squeeze are malding. If it were another hedge fund making the play they'd have to accept defeat, but here it seems like they think they can get a mulligan out of their losses because they're dealing with plebs.
