Because it is? It's taught in schools, a majority of Montrealers are fluent, the ones that aren't tend to be migrants from outside of Montreal/elderly people. It's a skill that not only makes you more attractive for jobs, if you don't speak it it's actually a hindrance to get one. The people in Ontario that only speak French live in isolated parts of Ontario, and the youth in those communities will speak English.

That is false, Quebecois will not identify themselves as french. I never said that.
