Low dex, but the IAS and bleed seem like very valuable stats along with the soc. Even MF

Weird item. I'd say in the millions if it had 100+ dex. You can at least get like 100k for it for having 18 mf tho.

if i got 200+ mf would i be able to get in on these chest runs?
