Lol the three pokestops in front of my apartment all have lures. Group of like ten Asian guys out there playing.

Also, people have confirmed legendaries won't appear in random encounters. Probably being saved for raid events where players have to team up to take them down, like in the promo. They don't have a "base capture rate" which is what determines how often you run into certain pokemon.

Make sure you don't waste incense when you're just sitting around. Spawns 1 every 5 minutes when you're stationary but 1 every minute when you're walking.

Nah. The areas where leaves are rustling are where they spawn the most. Or, if you see a pokestop (the blue cube things) with purple flowers around it, that means someone put a lure there and pokemon are "drawn" to it.

They're nothing, I think they're just there to create an ambiance or something.
