The initial point of contact may have been the shoulder, but the head was the part that took the majority of the force.

CBA says "Players who repeatedly violate the league playing rules will be more severely punished for each new violation" He is NOT considered a repeat offender however, BUT can still be punished because he's been suspended multiple times.
AND he's only played 15 games since his last suspension.
