An exception would be if a party requested a mediator after the scheduled
game time when both parties confirmed the bet prior to game time.

If a mediator is requested, the bet is not confirmed until both parties send to the mediator.
If both parties confirmed a bet prior to the game, but one party requests a mediator after the scheduled game time, then the bet is still confirmed. (is this what you are saying?)
If a mediator is requested during an in-game bet, the bet is not confirmed until both parties have sent to the mediator.
I don't know what you would consider a reasonable time frame ... that is a little bit of a grey area.
