Could use more color but the layout is fine. Need to experiment with various browsers and resolutions to make sure everything aligns correctly at various magnifications (at 110% it looks off). Ugly is harsh

Nah, color is really bad for forums. Readability will lose the focus if you add color, majority goes monochrome for a reason.

Can you provide a screenshot about your magnification, because the website is responsive. That mean whatever the size, it should fit perfectly well. Over here, on Firefox + IE, the site look fine at 110%.
