I think it was a payment issue

no warranty as they are 3rd party sale

I have successfully bought about a dozen cd keys from a couple different sites so far, only issue I've seen so far is that they will re-sell-reuse that key if it doesn't get registered

the website i used didnt work, they refunded my card, but it triggered my banks fraud department


i ended up having some one in a random discord server that previously worked for microsoft give me a key and i havnt had any issues since
