The very beginning. When a bunch of people decided they were more trustworthy than everyone else and declared themselves the list runners/meds/trusteds.

If it wasn't voted on by the regulars of the forum then it was has a flawed foundation. If there was a vote by the regulars (not 10 assclowns who think they're better than everyone), then I retract my previous statement that it was flawed from the beginning.
