There is nothing about it because it has been going on all series by the Blues. It was a Brad Marchand attempt with no actual damage other than a hip check. Tarashenko tries to chip the puck ahead to chase it but he lets up because he sees Marchand coming. Resulting in the hip on hip only.
I believe it would have been called if he kept going 100% because the result wouldn't have been hip on hip, but him slowing down made the play hip on hip. An "attempt" as you said and nothing more.
So basically an attempt vs. Blues actually making a dirty play(Barbashev) I think that may be a reason why.
