I don't think him going to the NHL is the primary issue.
He is seen as someone attempting to avoid compulsory military service by fleeing the country. publicly signing a pro contract put him in the spotlight.
Russian athletes can have their conscriptions deferred if they stay in the country. Back in the day this is how star Russian players were classified as amateurs despite being elite players. They were technically enrolled in the military but hockey was always the first role for them.
He likely wanted to leave Russia without ever intending to serve in the military so they are punishing him for that and trying to make an example out of him.
