Hard to say. Toffoli is a more proven player, cup winner, on a way better cost-controlled contract. Boeser's never played a full season and is about to get paid the biggest contract of his career. I would guess he's worth more than Toffoli but not "way north".

toffoli is 5yrs older, proven 2nd line winger at best or middle forward, can PK & finish as long as he got a good passer on his line, but he can't drive his line.
Boeser is 5yrs younger, a legit 1st line winger, and like you said his problem is being able to stay healthy to play a full season. He is defensively under-rated and can drive his line.
Boeser has ~50pts on average playing about 60ish games. His career pts per game is 0.8 which equates to around 65+pts. He spent his entire career in a basement Canuck team.
Toffoli has like ~45pts on average playing relatively a lot of full season. His career pts per game is 0.6 which equates to around 50pt player. That's also including when he had his career best when the Kings won cups.
so i can see why a lot of teams are interested in him, despite his health. His market value is around 10mil, so i think they'll be happy if they can lock him up for ~7m with term. As they would be getting almost all his prime years from his 3rd contract.
